Blatant propaganda film tops U.S. movie charts

According to a report by NPR , the current box office hit Act of Valor, is a war propaganda film commissioned by the United States' military.  The film, according to IMDb , is a story about "An elite team of Navy SEALs embark on a covert mission to recover a kidnapped CIA agent.".  Is this move to influence the populace to view the military favorably in preparation for yet another major war?
